St. Paul is home to the Challenge Incarceration Program. The Challenge Incarceration Program is one of the few correctional institutions that composes the Complex.

Majority of these inmates are known as closed custody offenders.

The Challenge Incarceration Program also has an incentive program in place. The incentive program is designed to help better the inmate behavior.

The Challenge Incarceration Program has a few great programs for its inmates. These include:

  • Substance Abuse Treatment Program

  • GED Program

  • Adult Basic Education

Sending a Mail/Care Package

You will need to keep in mind when sending a letter or a care package to an inmate in the Challenge Incarceration Program, that there are two different addresses. The first address is the physical address where the inmate is in the facility. The second address is the mailing address in which you would put on your care packages and letter envelopes. The address is:

Sending Money

Just like many other states ran correctional institutions, the Challenge Incarceration Program also uses JPay for their money needs.

You can deposit money online, over the phone, and through the kiosk in the facility.

Phone calls

All calls are limited to 15-minutes. You will not be permitted to call the inmate. You will be required to wait for the inmate to call you. Please do not call the facility and expect them to leave the inmate a message.

All calls will be recorded for safety purposes.

Visitation

Before you can even think about visiting an inmate in the Challenge Incarceration Program, you will need to print out, fill out the visitor’s application, and then submit it. Once you submit it, you will need to wait for it to be approved. Once you are approved, you can make your appointment by phoning 651-523-7145.

Visitation is held on Thursday during the following the following time sessions:

8:15 to 9:45 am

10:30 am to 12 pm

1 pm to 2:30 pm

Visiting Hours

Saturday — 9:00 AM to 3:00 PM
Sunday — 9:00 AM to 3:00 PM
